I don't think a suspended player is eligible for the injured list.

There was a slack conversation on this topic earlier and i believe the outcome was that suspended players can be put on the IL to both clear up a roster spot, and clear up a SP restriction on the active roster. I believe it was discussed that the suspended players salary would still count 100% towards your cap though.
I believe Rockies was involved in this conversation on slack.
This would mimic real-life where suspended players are put on the "restricted list" and removed from a teams 40-man roster.
I don't recall if we talked about the 40-man roster or just the 26-man active roster.

IL is good and his salary still counts to cap. He also remains on the 40 man roster
