Proposed 40 man roster and Rule 5 draft
1. Players that must be on 40 man roster to be protected from Rule 5 draft
All players on active roster
Players with MLB playing time last season (this will be in place for 2018/19 only) and past rookie eligibility (50ip or 130 AB for career)
Any player taken in MLB amatuer draft 2015 or before
Any RFA signed to an MLB team 2013
2. Player on active roster
All players on active roster must be on 40 man roster
Any player called up from minors to active roster must be on 40 man roster or placed on 40 man roster prior to call up
3. To be able to take a player in Rule 5 draft
There must an available spot on the 40 man roster before the Rule 5 Draft begins
Have available cap space for that player
Have available space on 25 man roster
Or have available minor league space and cap if the player is in the minor leagues IRL
4. Rule 5 draft:
Reverse order of previous season record
5 rounds
Once a team skips pick they team is removed from draft
If team has full 40 man roster when clock starts for first team they are removed from draft
A team can lose a maximum of 3 player in draft
5. Roster requirements for players taken in Rule 5 Draft
Player on current MLB roster IRL
Player must be on claiming team 25 man roster all season. If team sends the player to minors the player must be offered back to previous team for zero compensation
If previous team turns down player then claiming team needs to follow procedures in section 5
Player currently in MiLB roster IRL
Player must stay on 40 man roster all season
If called up IRL player MUST be put on active roster for claiming team
If claiming team wants to remove player from 40 man roster or not call up player the player must be offered back to previous team for zero compensation
If previous team turns down player then claiming team needs to follow procedures in section 5
6. Removing player 40 man roster
If player was claimed during Rule 5 draft of current season the player must be offered back to original team. Original team will have 24 hours to respond. If team does not respond it will be considered that the team turned down the player
Player must be run through waivers on Proboards. If player clears waivers they can be removed from 40 man roster and sent to minors if there is available cap space and roster spots
Minor players on 40 man roster must be run through waivers to be removed
Player placed on 60 day DL IRL can be removed from 40 man roster without running through waivers.
