After a little research and a quick negotiation the D-Backs & Phillies have agreed to the following deal...
D-Backs get:
Kevin Vicuna, SS, Blue Jays. 2018/.2M - prospect
Phillies get:
$4M cash in cap money.
Have never actually purchased a player before with cash, so figuring out what was fair and what wasn't was a little tough. I guess it's like most things, if you can afford it, buy it.
The cash was available without hurting my cap figure much and we are always looking for quality prospects. Vicuna is a very solid middle infield prospect, so why not go for it.

Phillies accept. We will be in a bad cap situation next year and this frees up some space so that I can restructure some space out of next year.

Approved 3-1 Reasoning is that while this sets a precedent it seemed to be a fair value for a prospect.
