The startup draft will be a slow draft, snaked draft order, using real player salaries from spotrac.com. We will use the full player BASE SALARY, not cap hit.
Startup draft picks WILL be trade-able. The commissioner team has the right to revoke any teams trading privileges during the draft if you waste time waiting for an offer. If you constantly run the draft clock timer down to 0:00 2 times in a row you will be warned, put on auto pick, and each subsequent infraction will result in a 5m cap penalty for this current season, not to exceed 50m dollars.
The draft timer will be 2:00:00 (2 hours), with a sleep timer from 11pm EST to 10 AM EST, you can still pick during this time, the clock will not run.
The draft will be 45 rounds long. All players will be available to be drafted, except for the following:
--IFA Players not signed to a MLB contract before the draft started
--College Players
--High School Players
The following will be available to be drafted:
--MLB Players, whether free agent or under contract
--minor league players signed to a teams roster
If you draft a player that is a free agent, for example Ryan Howard, you will be responsible for the salary they sign for. If they do not sign before the season starts, the commish team will sign the player to a one year deal at the qualifying offer price for that season. The 2017 qualifying offer price is 17.2m.
If a player is in arbitration, you will be responsible for the contract they sign. If they do not sign before opening day, we will use our arbitration chart to figure out a salary for them based off of last years salary and rank in their position.
If a player signs an extension after you draft them, you have the option to accept or deny the extension, if a player signs an extension before you draft them, you are obligated to accept the extension.
