Total cap space MLB + MiLB to make doc work easier.

How would this make doc work easier? Seems like this would allow more cap space that teams do not have on MLB roster to bid on FA and then move MLB players to minors. We are trying to avoid that if possible and not use minors as extra bench spots

Status quo, a team can send TC players to minors without an option to get cap space, bid (and win) free agents, and figure it out before opening day. Seems inefficient to require the senddown, imo.
